Most export enterprises hold a misunderstanding that Indonesia’s halal certification applies only to products themselves, and a compliant formula alone is sufficient to obtain the certificate. In fact, the new Indonesian regulations issued in 2026 stipulate clearly that halal certification is a full-chain review system. Three supporting links — product packaging, warehousing and storage, as well as logistics and distribution — are all included in compliance assessment. Non-compliance in any link will result in certificate invalidation and customs clearance failure.
Packaging compliance serves as the first threshold. Packaging materials in direct contact with products are strictly prohibited from containing porcine ingredients, alcohol coatings, non-halal animal glue and other prohibited substances. All packaging materials must be accompanied by material test reports and suppliers' compliance qualifications. Product labels shall be standardized with the official Halal logo, ingredient information and certificate number displayed in a neat layout with authentic content. False labeling and unauthorized patterns or texts are strictly forbidden.
The core requirements for warehousing and storage lie in partitioned segregation and zero-contamination control. Enterprises shall set up independent areas for halal raw materials, packaging materials and finished products. Mixing halal products with non-halal goods, fresh produce or odorous sundries is prohibited. Warehouses must be kept dry and clean with regular disinfection. Complete inbound and outbound inventory records shall be established to realize full-track traceability of products and ensure compliance in storage.
For logistics and distribution, dedicated vehicles must be used for transportation. Vehicles that have carried non-halal goods can only transport halal products after thorough disinfection and cleaning. Goods shall be loaded separately and transported in sealed conditions, and halal product marks and certificate numbers shall be indicated on all logistics documents. When applying for certification, enterprises are required to declare the above three supporting links simultaneously and complete rectification for full-chain compliance, so as to ensure long-term validity of the certificate and smooth customs clearance.
